It's the foundation of the traditional Georgia Dream Homeownership Program and is designed primarily for eligible first-time homebuyers who meet the program's income, credit, property, and purchase price requirements.

The Standard program can also provide down payment assistance, which may help reduce one of the biggest hurdles buyers face: coming up with enough money for the upfront costs of buying a home.

For most buyers, the first question isn't really, "How does Standard work?"

Do I qualify?

Georgia Dream Standard is primarily designed for first-time homebuyers. Under Georgia Dream guidelines, that generally includes someone who has not owned and occupied a primary residence during the previous three years.

There are also exceptions. The first-time buyer requirement may not apply when purchasing in certain targeted areas, and qualifying U.S. military veterans may receive an exemption under Georgia Dream guidelines.

You'll still need to meet other program requirements, including household income limits, credit requirements, purchase price limits, and property eligibility.

How Much Down Payment Assistance Is Available?

Eligible Standard borrowers may receive:

5% of the purchase price, up to $10,000, whichever is less.

Here's a simple example.

If you're purchasing a $200,000 home, 5% equals $10,000, so you could potentially receive the full $10,000 Standard assistance amount.

If you're purchasing a $150,000 home, 5% equals $7,500, so the Standard assistance would be limited to $7,500.

The amount available isn't necessarily the same as the amount you'll need. Your mortgage type, seller contributions, available funds, closing costs, and other factors all affect how the transaction is structured.

Does the Down Payment Assistance Have to Be Paid Back?

Yes.

Georgia Dream Standard assistance is not a grant. It's provided as a 0% interest second mortgage with no monthly payment.

You don't make a separate monthly payment on the assistance while you continue meeting the program requirements, but the balance generally becomes due if you:

  • Sell or transfer the home
  • Refinance the first mortgage
  • Stop using the property as your primary residence

The assistance is designed to help solve an upfront cash problem without adding another monthly payment to your budget.

When those funds are repaid, they can be used to help future Georgia homebuyers.

What Mortgage Types Can Be Used?

One thing that sometimes causes confusion is that Georgia Dream Standard isn't a replacement for FHA, VA, USDA, or conventional financing.

Instead, Georgia Dream works with those mortgage options.

Depending on your eligibility, your first mortgage may be:

  • FHA
  • VA
  • USDA
  • Conventional

You don't need to become an expert on how those pieces fit together. That's something we determine during the loan process based on your eligibility, budget, and goals.

The important thing to know is that using Georgia Dream doesn't automatically mean you're using one particular type of mortgage.

Does Georgia Dream Standard Have a Special Interest Rate?

Yes. The interest rate for the Georgia Dream Standard first mortgage is set by the Georgia Department of Community Affairs (DCA), and the same Georgia Dream rate can be used with or without down payment assistance.

At the time of writing, the Georgia Dream Standard rate is 5.875% on a 30-year fixed mortgage.

This is an important distinction when comparing Georgia Dream Standard with other down payment assistance options. You're not simply adding assistance to whatever mortgage rate happens to be available. The first mortgage itself is part of the Georgia Dream program and uses the rate established by DCA.

Your actual eligibility and available financing will still depend on your loan type, credit profile, income, property, and other program requirements.

What Are the Credit Requirements?

Georgia Dream currently requires a minimum credit score of 640 for most borrowers with a credit score.

Credit score isn't the only factor used to determine eligibility. Your debt, income, payment history, mortgage type, and automated underwriting results also matter.

This is another reason I recommend looking at Georgia Dream before you're ready to make an offer. If something needs attention, it's much easier to address it before you've found the house you want to buy.

How Do the Income Limits Work?

Georgia Dream Standard has household income limits.

The important word there is household.

Georgia Dream may consider income from adults who will live in the home even if they aren't borrowers on the mortgage. The applicable limit also depends on where you're buying and the number of people in the household.

That can make Georgia Dream income calculations different from the income your lender uses simply to qualify you for the mortgage.

Because the limits can change and vary by location, I prefer to review household income early rather than having a buyer try to determine eligibility from a chart on their own.

Are There Limits on How Much Money I Can Have?

Yes. Georgia Dream Standard also includes a liquid asset limitation.

Certain checking, savings, stocks, bonds, and other readily available funds may be considered when determining eligibility, while qualified retirement accounts such as many 401(k)s and IRAs are treated differently.

This doesn't mean you can't have savings.

It means Georgia Dream is intended to direct assistance toward buyers who meet the program's financial guidelines. Your lender should review your assets early and determine what does and does not count under the current rules.

How Much Does the Buyer Have to Contribute?

Georgia Dream Standard requires the buyer to contribute at least $1,000 toward the purchase transaction.

That contribution can be made before closing or as part of the funds brought to closing, subject to program requirements.

Down payment assistance can reduce the amount you need for your purchase, but it doesn't necessarily mean you'll buy a home with no money out of pocket.

There may still be expenses that are your responsibility depending on how your transaction is structured.

What Homes Are Eligible?

Georgia Dream Standard is for a primary residence.

Eligible properties may include certain:

  • Single-family detached homes
  • Attached homes
  • Approved condominiums

Some property types aren't eligible under the Standard program, including two-to-four-unit properties. Property eligibility can also depend on the underlying loan program.

There are additional requirements that can apply to properties with private wells, septic systems, condominiums, and other circumstances.

If you're considering a property that's a little unusual, it's worth checking eligibility before you get too far into the offer process.

What Is the Maximum Purchase Price?

Georgia Dream establishes maximum home sales prices, and the applicable limit depends on where the property is located.

Rather than treating the highest statewide limit as the number every buyer can use, we should confirm the current limit for the county where you're planning to purchase.

Is Homebuyer Education Required?

Yes.

Georgia Dream requires homebuyer education through an approved housing counseling provider.

In my experience, this is usually something we have buyers complete after they're under contract while the mortgage is moving through the approval process.

The important thing is that it must be completed before closing.

Buying Tip: Get the Documents Done Early

Georgia Dream requires additional documentation and a separate compliance review, so preparation matters.

When I'm working with someone who may use Georgia Dream, I like to collect documents early so we can confirm household income, assets, employment, and other eligibility requirements before a purchase contract puts us on the clock.

That doesn't eliminate every potential delay, but it gives us a much better opportunity to identify questions early and prepare the file properly.

Once you're under contract, I'd rather spend our time moving toward closing than chasing documents we could have collected weeks earlier.

Does Georgia Dream Standard Take Longer to Close?

It can.

Your lender first completes the normal mortgage underwriting process. Once lender approval is complete, the file is also submitted to the Georgia Department of Community Affairs for its compliance review and funding approval.

That additional review is one reason I don't like to promise a 30-day closing on every Georgia Dream transaction.

Many purchases may still close within a normal market timeframe, but the actual timing depends on the completeness of the file, DCA's current review volume, appraisal and title work, holidays, and other pieces of the transaction.

Starting early and submitting a clean file helps us control the parts of the process we can control.

Standard vs. PEN and CHOICE

Standard provides the base Georgia Dream down payment assistance available to eligible buyers.

Some households may qualify for additional assistance through PEN or CHOICE.

PEN is available to eligible Protectors, Educators, and Nurses, along with certain other qualifying occupations covered by Georgia Dream guidelines.

CHOICE may provide additional assistance when an eligible member of the household is living with a disability.

Standard assistance is currently 5% of the purchase price up to $10,000. Eligible PEN and CHOICE borrowers may receive 6% of the purchase price up to $12,500.
