Your Occupation Could Make a Difference With Georgia Dream

When you're looking at Georgia Dream, most of the conversation naturally focuses on things like income, credit, purchase price and down payment assistance.

But there's another question worth asking:

What do you do for a living?

Georgia Dream offers an enhanced down payment assistance option called PEN, which stands for Protectors, Educators and Nurses. The name makes the program sound fairly narrow, but the actual employment categories published by the Georgia Department of Community Affairs are much broader.

PEN can include certain law enforcement and fire department employees, active-duty military and reservists, civil servants working for a military base, school system employees, healthcare workers and several other occupations specifically identified in Georgia Dream's Seller Guide.

That means it's worth checking your actual occupation and employer before assuming you do or don't qualify.

Quick Answer: What Is Georgia Dream PEN?

PEN is an enhanced Georgia Dream down payment assistance option for eligible borrowers currently employed as Protectors, Educators or Nurses/healthcare workers.

With the traditional Georgia Dream program, PEN provides 6% of the purchase price, up to a maximum of $12,500, whichever is less. Standard assistance provides 5% up to $10,000.

PEN isn't a separate first-mortgage program. Think of it as an additional level of down payment assistance available to a Georgia Dream borrower whose employment meets DCA's PEN requirements.

The borrower still needs to qualify for the underlying Georgia Dream financing.

Which Jobs Qualify for Georgia Dream PEN?

This is where I think PEN deserves a closer look.

Rather than trying to interpret what Georgia Dream means by a “Protector,” “Educator” or “Nurse,” we can look directly at the employment categories DCA publishes in its Georgia Dream Seller Guide.

Protectors

DCA's Protector category includes employees of qualifying law-enforcement agencies, including:

  • Police departments
  • Sheriff's offices
  • Corrections departments
  • Georgia Department of Motor Vehicles
  • Other law-enforcement agencies administered by a local, state or federal government or political subdivision when the agency is responsible for enforcement of penal, traffic or highway laws, or incarceration or detention of offenders

DCA also specifically notes Homeland Security and corrections departments administered by private corporations under state or federal guidelines.

The Protector category also includes qualifying employees of:

  • Local fire departments
  • State fire departments
  • Federal fire departments
  • Volunteer firefighters

For fire departments and volunteer firefighters, DCA specifies responsibilities that include areas such as natural-disaster response, fire suppression, emergency medical response and patient care, fire and injury prevention, arson investigation, hazardous-material response, incident management and response to acts of terrorism.

Military Members, Reservists and Military-Base Civil Servants

DCA also places several military-related groups within the Protector category.

The Seller Guide specifically includes:

  • Active-duty U.S. Army
  • Active-duty U.S. Navy
  • Active-duty U.S. Air Force
  • Active-duty U.S. Marine Corps
  • Active-duty U.S. Coast Guard
  • Army National Guard
  • Air National Guard
  • Actively drilling U.S. military reservists
  • Civil servants for a military base

That last category is particularly relevant for homebuyers around Naval Submarine Base Kings Bay.

There are people throughout Camden County who work on base but aren't active-duty service members. DCA specifically includes civil servants for a military base in its PEN guidelines, so civilian employment at Kings Bay is something I would want to review rather than automatically ruling out.

The Seller Guide says civil servants for a military base. It does not say that every civilian employee, federal employee or private contractor working on or around a military installation qualifies. The borrower's actual employment should be reviewed against DCA's current requirements.

Which Educators Qualify for Georgia Dream PEN?

You don't necessarily have to be a classroom teacher to fall within DCA's Educator category.

Georgia Dream includes employees of a local, city or county school board recognized by the state or accredited by an appropriate state or regional accrediting association.

DCA specifically says this includes:

  • Head Start program employees
  • Pre-K employees
  • Elementary school teachers
  • High school teachers
  • Other employees of a qualifying school or board of education
  • School bus drivers working for an accredited school system, even when the transportation position is outsourced

DCA also includes employees of qualifying private school systems recognized by the state or accredited by a state or regional accrediting association.

There are additional categories for educators outside traditional school systems.

State-certified teachers working for a Head Start program, Pre-K program or daycare provider that isn't connected to a local school board may qualify when they can provide evidence of a current Georgia certification at the time of DCA underwriting.

DCA also includes employees of accredited post-secondary institutions and certain agencies that are units of a University System and whose employees are eligible to participate in the Teachers Retirement System. The Seller Guide additionally identifies employees of Sylvan and Total Learning Center who can provide a current teaching certificate.

So the Educator portion of PEN is much broader than simply asking, “Are you a teacher?”

Which Healthcare Workers Qualify for Georgia Dream PEN?

The “N” in PEN stands for Nurses, but DCA actually describes this category as “Nurses (health care workers).”

Eligibility is based on employment with a state-licensed healthcare facility, and DCA's Seller Guide specifically gives examples that include:

  • Hospitals
  • Medical offices
  • Dental offices
  • Health departments
  • Nursing homes
  • Lab technicians
  • Pharmacy technicians
  • Assisted-living workers
  • Red Cross employees
  • Home healthcare workers

DCA describes this as an “including but not limited to” list, which is another reason I wouldn't determine PEN eligibility simply from someone's job title. The employer and employment circumstances matter too.

You don't necessarily have to have “nurse” in your title for this portion of PEN to be relevant.

How Much Down Payment Assistance Does PEN Provide?

For the traditional Georgia Dream program, the difference is fairly straightforward.

Standard Georgia Dream assistance:
5% of the purchase price, up to $10,000, whichever is less.

PEN assistance:
6% of the purchase price, up to $12,500, whichever is less.

The Georgia Dream second mortgage carries a 0% interest rate, no monthly payments and deferred repayment.

So PEN isn't a grant, and it isn't an additional $12,500 stacked on top of Standard assistance. It is the enhanced down payment assistance tier available to an otherwise eligible borrower who meets PEN's employment requirements.

Can Georgia Dream PEN Be Used With Peach Plus?

Yes.

PEN isn't limited to the traditional Georgia Dream Standard program.

Georgia Dream Peach Plus has its own PEN assistance tier. Under Peach Plus, qualifying PEN borrowers can receive 4% of the purchase price, up to $12,500, while the regular Peach Plus assistance tier is 3.5% up to $10,000.

This can matter for someone whose occupation qualifies for PEN but whose household income or target purchase price puts traditional Georgia Dream Standard out of reach.

In that situation, Peach Plus and PEN may still be worth evaluating together.

Does Working in an Eligible Profession Automatically Qualify Me?

No.

PEN determines eligibility for the enhanced down payment assistance. It doesn't replace the other requirements of the Georgia Dream program you're using.

DCA still reviews the underlying mortgage and Georgia Dream eligibility requirements. DCA's compliance guidance instructs lenders requesting PEN assistance to verify that the borrower's employer meets the requirements in the applicable sections of the Seller Guide.

That's why I wouldn't determine PEN eligibility from a job title alone.

Two people with similar job titles can work for different types of employers, and some of DCA's definitions include specific requirements involving the employer, accreditation, licensing, certification or employment status.

Don't Assume Your Job Doesn't Qualify

This is probably the most useful thing to understand about PEN.

Some occupations are obvious. A police officer, firefighter, classroom teacher or nurse would have a pretty good reason to ask about the program.

Others aren't nearly as obvious.

A school bus driver may qualify even though they aren't a teacher.

A pharmacy technician or lab technician may fit the healthcare category even though they aren't a nurse.

An actively drilling military reservist is specifically included.

And here in Camden County, a civil servant working at Kings Bay may have a reason to look at PEN even though they're not active-duty military.

I'd rather verify someone's employment against the current DCA guidelines than have a homebuyer miss potential assistance because their job title didn't sound like it fit the acronym.

What If My Lender Hasn't Mentioned PEN?

Not every lender offers Georgia Dream, and not every loan officer works with the program regularly.

My team works with Georgia Dream often, and part of that process is determining which program and assistance tier actually fits the borrower.

Frequently Asked Questions About Georgia Dream PEN

Do I have to be a first-time homebuyer to qualify for PEN?

PEN is an enhanced assistance option within an underlying Georgia Dream program. The applicable homebuyer requirements therefore depend on which Georgia Dream program you're using rather than PEN alone.

Can a civilian employee at Kings Bay qualify for PEN?

DCA's Seller Guide specifically lists civil servants for a military base within its Protector category. That doesn't establish eligibility for every civilian or contractor working at Kings Bay, so the actual employment should be verified against current DCA requirements.

Do school employees have to be teachers?

No. DCA includes all employees of certain qualifying schools or boards of education and specifically identifies school bus drivers working for accredited school systems, including outsourced bus drivers. Other education categories have their own requirements.

Do I have to be a nurse?

No. DCA calls the category “Nurses (health care workers)” and identifies a number of qualifying healthcare employment settings and occupations beyond nurses.

Can volunteer firefighters qualify?

Yes, volunteer firefighters are expressly included in DCA's Protector definition when the applicable requirements are met.

Can National Guard members and reservists qualify?

DCA lists the Army National Guard, Air National Guard and actively drilling U.S. military reservists within the Protector category.

Can PEN be used with Peach Plus?

Yes. DCA provides an enhanced PEN assistance tier within Peach Plus of 4% of the purchase price up to $12,500, whichever is less.

PEN is one of those Georgia Dream benefits that's easy to overlook because the acronym doesn't tell the whole story.

Protectors, Educators and Nurses covers a much broader group of occupations than those three words might suggest.
